Notes of Community Meeting |
Max Glenn, 1395 King Street, called the meeting to order at 1:00 p.m. in Room 8, Yachats Commons. More than 75 members of the community were gathered.
Max introduced himself and gave some background. In late August of 2005, residents of the King Street neighborhood signed and presented a petition to the city asking for a Public Meeting with an expert to interpret the geo-tech reports on the developments on the hillside above King Street. The petition was not addressed so this meeting was arranged by City Planner, Larry Lewis to get the discussion going. All parties have come face to face to discuss the facts so that we can avoid rumors and work from the same information pool. We will take time today to discuss concerns and questions.

Mr. Dennis Bartoldus, the attorney for the " King Street Neighbors & Friends " moderated the discussion.
There were two major concerns:
Individual property concerns: What controls will there be during development and afterward?
General concerns for the community of Yachats and the environment ~ stream turbidity; mud on streets and highways, and water runoff.
Status of roadways and completion dates:
Blackstone I - roads have been rocked and drainage ditches installed
Sunset - roads are rocked and will be paved in the spring
Blackstone II is set for completion next summer - roads will not be paved until water and sewer are in and pressurized
Concerns from the community concerning roadways:
Repair and upgrade of Horizon Hill Road since it will be used as an access road for the subdivisions (Referred to city staff)
Will new roads be constructed in compliance with city codes? (They will be. The intention is to turn over all roads to the public upon completion of the projects)
King Street is only 12' wide, but feeds a 23' wide development street. (Development streets were designed to accommodate on-street parking and fire truck access. If a street is a dead end, there must be turnaround room for a fire truck. Connection to Horizon Hill Road will provide a second evacuation route for residents of that area)
Status of Sewer and Water Lines
Water and Sewer Lines have been installed in Sunset development but not tested.
Ø All of Blackstone I and II have a waterline to the reservoir site, but the upper lots have neither water or sewer.
Concerns from the community regarding sewer and water lines
High turbidity in Agency Creek and Little Creek.
Will there be repair of the riparian embankment?
What will be done for the winter as we enter the rainy season?
The lack of geologist input is a concern particularly on the location of the two new reservoirs on Horizon Hill
The general contractor should not be the one to draw up permit plans. The Best Management Practices (BMP) should be specified by an engineer or certified professional DURING construction. These must be inspected and maintained. There should have been a permit in place before a spade of soil was turned.
After only two rains, drainage ditches are already filled to capacity. Citizens are worried about what will happen as roads are paved and more impervious surfaces are built preventing water from soaking into the ground.
Who is the point person to call when there is a problem. Larry Spencer, in Florence, Sunset Heights developer (541-902-9207) agreed to be that person.
Request that when the geologist is on site that he submit a report and recommendations to the city for the public. There needs to be some way to ensure that what is recommended is done.
Contractors should be taking care to prevent erosion BEFORE it happens.
These are items where agreement was reached:
The developers will be checking with their insurance agents and determining the scope and coverage of bonds and insurance within 3 to 5 days so the amount of coverage can be determined
Will clean up debris and muc on Culbertson property immediately
Mr. David E. Reich, Certified Engineering Geologist (OR Lic. #E1227) of Oregon Geotechnical Services, 7385 SW Alden Street, Portland, OR 97223 will visit the site this week, generate a report to the city the following week, and the recommendations of the report will be implemented the third week.
Larry Spencer will be contact person for mud and debris
Rip rap will be placed along affected properties
Lawyers will discuss issues to be addressed:
Horizon Road Repair & Road Repairs to King Street
Runoff collection basins
